Nemaha NRD – Hazard Mitigation Plan Update

The Nemaha Natural Resources District (NRD) is updating its Hazard Mitigation Plan (HMP) with the assistance of JEO Consulting Group. An HMP is a community-guided document that identifies vulnerabilities to natural and man-made hazards, then determines mitigation projects to reduce or eliminate those vulnerabilities. Having an approved HMP is a requirement of the Federal Emergency Management Agency (FEMA) for jurisdictions to become eligible for Hazard Mitigation Assistance grants. An HMP enables your community to be stronger and more resilient by:
- Reducing your community’s risk and impacts from disasters,
- Gaining eligibility for pre- and post-disaster mitigation grants, and
- Building partnerships with stakeholders within your community and region.
HMPs are required to be updated and approved every five years. The Nemaha NRD last updated its HMP in 2020. Throughout the planning process, members of communities, schools, fire districts, and other jurisdictions within the planning area are invited to participate by attending public meetings and providing information for the plan.

This planning process includes public meetings to provide an opportunity for participants and interested stakeholders to learn about the plan and provide input.
Dates for the first round of meetings have been set with information given below. FEMA requires at least one representative from participating jurisdictions to attend one of the planning meetings. Each meeting will last approximately 1 to 1.5 hours and can be attended in-person or virtually online. Regional Upfront: This is the regional upfront for the Nemaha NRD Hazard Mitigation Plan update.
Johnson County Appendix: This appendix includes all cities and villages participating within Johnson County. It also includes Cook Fire District, Elk Creek Volunteer Fire Department, Johnson County Central Public Schools, and Sterling Rural Fire District.
Nemaha County Appendix: This appendix includes all cities and villages participating within Nemaha County. It also includes Auburn Volunteer Fire Department and Peru Rural Fire District.
Otoe County Appendix: This appendix includes all cities and villages participating within Otoe County. It also includes District OR1, Nebraska City Public Schools, Palmyra Rural Fire District, Syracuse Fire, Talmage Rural Fire Department, and Unadilla Volunteer Fire and Rescue.
Pawnee County Appendix: This appendix includes all cities and villages participating within Pawnee County. It also includes Humboldt-Table Rock – Steinauer School District.
Richardson County Appendix: This appendix includes all cities and villages participating within Richardson County. It also includes Dawson Rural Fire Department.
