Between 1990 and 2013, Lexington, Nebraska, experienced a major transformation. The opening of a meatpacking facility in the early 90s triggered an influx of diverse populations, sparking a housing crisis that spanned the next two decades. As the City faced the impacts of a private market unable to meet housing demands, it launched a comprehensive plan and long-range transportation plan in 2013. Collaborating with HDR and us, the City engaged in a comprehensive, bilingual community outreach, setting the stage for strategic projects that aimed to reshape Lexington’s housing landscape and rejuvenate its community identity.

The planning process prioritized community engagement, incorporating design charrettes, town hall meetings, focus groups, and an online forum. Insights helped identify key challenges and led to the ambitious goal of constructing 800 housing units by 2033. The plan also introduced a variety of housing types—such as infill housing, townhomes, large apartment complexes, and multi-generational units—to increase housing options. It gave special attention to senior housing near the hospital, supporting downsizing and allowing larger homes to return to the market for families.

Beyond housing, the plan emphasized quality of life and economic development. It proposed modernizing parks, constructing an indoor multi-use sports facility, and creating public spaces like a downtown plaza. Industrial expansion was also included to attract employers and strengthen the local economy.

In 2024, we conducted an update to the comprehensive plan which revealed tangible progress over the years. It showed how the plan has successfully  materialized, bringing about the construction of 500 housing units, new developments, and park improvements. Encouraged by these achievements, the City extended its housing goal, targeting more than 800 additional units by 2040.

The ongoing success of these initiatives, driven by citizen feedback and community partnerships, exemplifies the effort and adaptability of Lexington in shaping its future.
