Located within the flood-prone Papillion Creek Watershed, the Forest City Recreation Area is an example of how flood protection and public recreation can go hand in hand. Developed in partnership with the Papio-Missouri River Natural Resources District (NRD), the site not only reduces flood risk but also creates a space where the community can connect with the outdoors.
To protect nearby areas, such as the Forest Run neighborhood and local landmarks like Vala’s Pumpkin Patch, our team designed a dam and reservoir (formerly known as WP4). This site reduces flood risk for approximately 46 residential, commercial, and accessory-use buildings, while also safeguarding future downstream development. It also improves safety by minimizing roadway overtopping at seven key locations, helping keep both daily travel and emergency access routes open during storms.
Behind the scenes, the project team tackled site infrastructure needs. This included relocating a sanitary sewer lift station, designing a large box culvert, and ensuring future roadway access. A breakwater structure was added to reduce wave erosion and protect shoreline features. Several in-lake habitat features were designed and installed to help make the reservoir a premium fishery.
Once open, the Forest City Recreation Area will offer amenities like a kayak launch, wooden fishing pier, pedestrian bridge, trails, and a picnic shelter. With the dam structure completed and the reservoir now filling, final touches are underway. The site is on track to welcome the public in fall 2025.
A safer neighborhood, stronger watershed, and new community destination, the Forest City Recreation area will soon be a place where resilience meets recreation and community takes root.
