Caring for the Little Blue River: A Community‑Centered Recovery Effort

When major flooding struck Adams County, Nebraska, in 2021, the Little Blue River felt the impact. Several stretches of the riverbank were damaged, leaving the surrounding landscape vulnerable. To help the community recover, the Federal Emergency Management Agency (FEMA) stepped in to provide support across the affected region, and JEO was hired to complete the FEMA‑required National Environmental Policy Act (NEPA) Environmental Assessment in support of repair and bank stabilization work at three locations along the Little Blue River following the 2021 flood event. 

With that assistance, a focused restoration effort began—bringing attention to three locations along the river that needed repair and stabilization. These improvements were designed not only to fix what the flood damaged, but also to help protect the riverbanks and nearby infrastructure for the future.  

Taking Care of the River Responsibly 

Because the project was federally supported, it required a National Environmental Policy Act (NEPA) review. This step ensures that recovery efforts move forward in a way that is respectful of the natural environment. 

To keep the community’s recovery on track, an Environmental Assessment (EA) was completed on an expedited schedule. The review carefully looked at potential impacts to everything from local wildlife to water quality, with special attention on the river’s aquatic habitat. The Little Blue River has been the focus of past restoration and improvement efforts, so understanding and protecting those existing conditions was a top priority. 

Listening to the Community 

Community voices played an important part in shaping the review. Feedback from residents, local partners, and other stakeholders helped ensure there were no concerns about the proposed work. As part of FEMA’s public notice requirements, the EA was also prepared to be Section 508 compliant—ensuring accessibility for individuals with disabilities. 
 

A Positive Path Forward 

The review concluded with a Finding of No Significant Impact (FONSI), meaning the project could move ahead. With this approval in place, construction and stabilization work is now able to proceed, helping restore the Little Blue River and support the communities that depend on it.
